Ilmoittautumisohjeet

Ilmoittautumismahdollisuus päättyi 30.3.2012. Tämän jälkeen tulleita hakemuksia tai niiden täydennyksiä ei hyväksytä.

Työryhmät ovat vastuussa ilmoittamistaan tiedoista. Mikäli osoittautuu, että työryhmä on antanut ilmoittautumisdokumenteissaan virheellistä tietoa, työryhmän kilpailuehdotus hylätään ja työryhmä menettää oikeutensa mahdolliseen palkintoon. Järjestäjän vaitiolovelvollinen edustaja tarkastaa ilmoittautumisen yhteydessä annettujen tietojen oikeellisuuden kilpailun 2. vaiheen käynnistymisen yhteydessä jatkoon valittavien kilpailijoiden osalta siten, että kilpailusalaisuus säilyy.

Kelpoisuusehdot (kilpailun 1. vaihe)

Kilpailuun osallistuvissa työryhmissä tulee kilpailun 1. vaiheessa olla ainakin:

  • Työryhmän vetäjäksi nimetty henkilö, jolla on oikeus harjoittaa arkkitehdin ammattia siinä maassa, jossa tutkinto on suoritettu tai siinä maassa, jossa harjoittaa ammattia.
  • Energiatekninen asiantuntija, jolla on taidot ja tarvittava ohjelmisto dynaamisen energia- ja olosuhdesimuloinnin laadintaan sekä kokemus >1000 brm2 laajuisen julkisen tai kaupallisen rakennuksen energia- ja olosuhdesimuloinnista (vähintään yksi referenssi). Työryhmillä saa olla keskenään sama energiatekninen asiantuntija.

Osallistujien on lisäksi sitouduttava siihen, että kilpailun ratkeamisen jälkeen, mahdollisen jatkotoimeksiannon saadessaan:

  • Osallistuja täydentää tarvittaessa suunnitteluryhmäänsä kohteen pääsuunnittelijan pätevyysvaatimukset Suomessa täyttävällä henkilöllä, joka on tilaajan hyväksymä.
  • Osallistuja huolehtii siitä, että sillä on tietomallintamisvalmiudet (ohjelmisto ja osaaminen) kohteen jatkosuunnitteluun tietomallintamalla.
  • Se toimii kelpoisuusvaatimukset (ks. ilmoittautumislomake) täyttävän rekisteröidyn yrityksen kautta siten, että tämä rekisteröity yritys on kaupungin sopijaosapuolena. Osallistuja toimittaa tilaajalle pyydettäessä viipymättä vaadittavat dokumentit yrityksen kelpoisuuden osoittamiseksi.

Täydentävät kelpoisuusehdot (kilpailun 2. vaihe)

Kilpailun 2. vaiheeseen valittavissa työryhmissä on lisäksi oltava:

  • Arkkitehti, jolla on toteutussuunnittelukokemusta vähintään yhdestä > 5000 brm2:n laajuisesta julkisesta rakennuksesta vastuullisessa roolissa, esimerkiksi projektinvetäjänä 10 vuoden sisällä.
  • Rakennesuunnittelija, jolla on työkokemusta > 5 vuotta sekä kokemusta laajuudeltaan ja vaativuudeltaan kilpailutehtävään verrattavissa olevien kohteiden suunnittelusta (kolme referenssiä).
  • Paikallinen yhteyshenkilö, joka on Suomen lait, asetukset, määräykset ja normit sekä olosuhteet tunteva arkkitehti

2. vaiheeseen valittavat työryhmät voivat halutessaan vaihtaa 1. vaiheeseen nimettyä energiateknistä asiantuntijaa.  Kelpoisuusehdot energiatekniselle asiantuntijalle ovat samat kuin 1. vaiheessa, mutta 2. vaiheeseen valittavien tulee antaa tarkentavat tiedot dynaamiseen energia- ja olosuhdesimulointiin käytettävästä ohjelmistosta.

Jatkoon valittavien kilpailijoiden tulee viipymättä toimittaa pyydetyt dokumentit 2. vaiheen tarkentavien kelpoisuusehtojen täyttymisen osoittamiseksi, tarvittaessa työryhmäänsä täydentäen.

Mikäli 2. vaihetta ei järjestettäisi, mahdollisen jatkotoimeksiannon saavaa työryhmää koskevat ylläkuvatut, 2. vaiheeseen kutsuttaville asetetut kelpoisuusvaatimukset ilman rakennesuunnittelijaa koskevaa vaatimusta.

    My registration had completed 2 or 3 days ago, but I have recieved this email:
    Your application to register for the competition is incomplete.It lacks the required English (or Finnish) certified translation(s) of the attached document(s), which are in languages other than Finnish, English or Swedish. If you still wish to participate, please register again and re-send all registration documents also including the required official translations.
    I have to say what I had sent as my certifacion was in english language.
    unfortunately it seems registration deadline is finished. I will be grateful if you can do somthing about this.

    I have submitted all the necessary paper for registration 3-30-12 but my title was not in English. I have it but I can not send it as the web page says the registration is finished.     The deadline for registration was 30.3.2012. Unfortunately any registration documents received after this cannot be accepted, as mentioned in the competition webpage also.

    Olen ilmottautunut kilpailuun ja työn edetessä työryhmän kokoonpano on muuttunut.
    Haluaisin muuttaa työryhmän kokoonpanoa, onko se mahdollista ja miten?

    I have been registered into the competition. Now there have been changes in the composition of our team.  Is it possible to change the composition of the team? If so, how should it be done?

    Answer:

    Yes, it is possible, as long as the minimum requirements set for the team are fulfilled. Allthough the changes would concern persons who are considered the minimum requirement (the team leader or energy technology expert), the altered information needn´t be forwarded during the Stage 1 of the competition. If the competition entry is selected for the Stage 2, fulfillment of the eligibility criteria of these team members as well as proof of the transfer of all copyrights of the proposal (when necessary) must be provided in connection with the checking of the complementary eligibility criteria at the beginning of Stage 2. Please see also the answer 48.

    Dear Sir/Madam,

    I own a small design firm in California, united states. I am not licensed as an architect, though I am interested in participating in the competition. Is it possible to enter myself as the project leader in stage one, and if we are qualified, we will enlist a licensed architect in the neccesary stage of competition?
    Please advise.

    Answer:

    In order to be eligible to participate in the stage 1 of the competition your team shall include a person, named as the design team leader, who in the country where he or she qualified or in the country where he or she practices the profession has the right to practice as an architect. Please see the competition webpage “Registration and eligibility”.

    Dear Sir/Madame,

    I would like to know it is possible that I will submit the design into two teams, with the similar name?

    Answer:

    We are not sure if we understand your question right. Whether one person can belong to more than one team is to be decided by the teams in question. If it is all right for the other team members and the possible questions concerning the competition secrecy have been taken care of, we don´t see any hindrance for this. Each competition proposal shall be marked with a different pseudonym and equipped with the sealed “name envelope” including the names of the team members. See the answer 68 and the competition programme 5.4.

    I´m a architec with more that 10 year working for a firm, with public building with more that 10,000 sq., I began my own firm, but I dont have public spaces, my question is valid my experience with the firm that I worked the last ten years. and the same case with the expert in energy technology.

    Answer:

    It doesn´t make any difference whether you are working by your own firm or as an employee as long as the eligibility criteria described on the webpage is fulfilled.

    I have designed and supervised through building completion a nationally owned hotel, which is part of the publicly owned national hotel chain. This hotel is roughly 7.500m2 in floor area. I imagine this building meets your requirement for a public building. I have also designed and built large publicly financed housing, which could also meet the requirement.

    Answer:

    We don´t consider a hotel to be a public building. However, please note that this requirement concerns only those selected for the Stage 2 of the competition. The teams selected for Stage 2 can complement their design team after Stage 1.

    -Must be a photograph of a building, or may be technical drawings of a building under construction?

    Hello, my question is similar to 88.

    I am a student basing my design thesis around your competition. I understand I am unable to enter and that the supporting documents are too big to send via email. I will however be visiting Helsinki this week and wished to ask if it would be possible to collect the documents in person on a USB (which I will provide) /hard copies (for which i would pay) and who/where I should contact regarding the competition documents? I assume they are public documents and are therefore available if I visit the city of Helsinki offices?

    Why don´t you compose a team to get the user ID and password? This shouldn´t be too hard if you mention to the team members that you are not going to participate in the competition. Please see also the “Registration guidelines” on the competition webpage (Registration and eligibility).

    In my country so far as I know there are no “certified translators” as there may be in finland, we do have professional translators. ¿Can we translate our licences with a professional translator signing the translations? ¿coul this be considered a “certified translation”?

    Yes.

    Question concerning the translation of the professional licence of our team leader:
    Must the translation (sent to You in pdf format together with the original scanned proof) need to be certified by a notary bureau or is it enough to have a certification from a translation agency?

    Answer:

    A valid certified translation by a professional translater is enough.

    We would like to know if the reference building for the energy technology expert has to be actually a built project in which he was also involved. Or it could be an experience of energy and indoor environment simulations for a project in which he was involved however it is going to be built in the next few years. Or It can be a simulation of an old building which he was not involved in the project design and construction process

    Answer:

    It is not defined whether the references of the energy technology expert are to be of a built or of an unbuilt project or of an existing building. Please see the answer 29.

    Requirement for registration: If the attached documents are in other languages than Finnish, English or Swedish then in addition to the originals you must also include Finnish or English certified translations of them.

    My question: I’m a belgian architect. Both my diploma and license are printed in French and I have to provide English certified translations.

    But if the English translation was not done by a Belgium certified translator but by a translation association in China who stamp with their official seal in english. Is that acceptable?

    I would like to know if for the stage 2, the experience of the architect refers to a built project during the last 10 years ? What happens if this project is still in progress? Could this also be considered experience?

    The required “experience of implementing the design” refers also to a project being currently built.

  • 96. Question:

    In order to begin the design process it is important to consider the regulations that affect the project and other informations that are available only for registered teams. As certified translatios may take some time, could you please release regulations an the essential documentation required for first design stages?

    Answer:

    Unfortunately these regulations cannot be changed at this point of the process. A valid certified translation by a professional translater is enough. Please read the answers to the other questions concerning this subject.

  • 95. Question:

    In terms of the expert in energy technology, can the references be from projects that were already build or does it have to be reference to projects where the expert worked together with a design team in actually designing/building the reference?

    Answer:

    The eligibility criteria for the energy technology expert including the required references applies to the energy technology expert only. Therefore, working together with other team members is not required.

    about BIM….we do not use this type of program!
    Is it possible use external consultants or hire designers who know how to use it once selected for the Fase 2 or do we need to already have it?
    about the society…..I’m a freelance architect and I usually use external designers and consultants…so I don’t have any kind of society…..is it possible to create a new society once selected for Fase 2, just for this competition or do you need one already established?

    Answer:

    According to the eligibility criteria you have to have the readiness (expertise and software) for further planning (after the competition) through building information modelling (BIM). This means that in your team you have to have designers who have the readiness for this. This cannot be externalized as it is a part of the design process itself.

    We are not sure if we understood your question (society?) right. The competition teams can be composed as you wish as long as the minimum requirements are fulfilled.  The competitors selected to participate in the Stage 2 of the competition can add members set as minimum criteria in the Stage 2 to their competition teams in the beginning of the Stage 2. A registered company is not required during the competition but it is required when the possible further design begins with the winner of the competition.

  • 93. Question:

    During Stage 1, due to unexpected business commitments, the energy technology expert had to leave the team. In the already formed team we have a new energy technology expert (who fullfills the requirements), what is the way to provide the new requirements to the competition board?

    Answer:

    This will be done in the beginning of the Stage 2 of the competition (concerning those teams selected to participate in the Stage 2 of the competition). Please see the answers 82 and 48.

  • 92. Question:

    Hello,
    I would like a clarification in continuity to the question n°10 : we have realized several public buildings, but they do not exceed the 4 000 m².
    We are actuellay planning a public building of more than 10 000 m² but the construction of this project will only begin at the end of this year – so that the implimenting of this design will not be achieved before stage 2 of the competition.
    Do we meet the conditions of participation for stage 2 if the further realization of our 5000+ m²-project will be guaranteed in the future?

    Answer:

    The teams selected to participate in the Stage 2 of the competition will be asked to submit the complementary documents to demonstrate the fullfilment of the eligibility criteria for Stage 2 in approximately September 2012. One criteria for the eligibility in the Stage 2 is, that the team must consist an architect who has experience of implementing the design of at least one public building >5000 m2 (gross floor area) during the last ten years. The experience is required, a quarantee of achieving it is not enough.

    Is it allowed for one design team to submit two (or more) library competition entries?

    Answer:

    Yes, it is.

  • 90. Question:

    In my country architects are allowed to get their own licence after certain amount of time (in years) of practice (or employment). Until that moment we are allowed by law to run our own practice under the auspices of another already licenced architect. As it is legitimate architect’s practice in my country, would that be considered as an appropriate qualification as a team leader?

    Answer:

    You are qualified as a design team leader if you fulfill the requirements given in the webpage: the design team leader shall in the country where he or she qualified or in the country where he or she practices the profession have the right to practice as an architect. If we understood your situation right, this means, that you are qualified as a team leader provided that you have appointed a licenced architect under the auspices of whom you practice your profession.

    Hi,

    Does the energy technology expert need to be a single person, or can it be a team; ie. a team of professionals/engineers whose area of expertise is related to energy technology and building envelopes?

    Answer:

    In order to register, a person who is qualified as required has to be appointed as an energy technology expert. When the minimum requirements are fulfilled, you can compose your competition team (add other members in it) as you wish.

    my case is close to question 4. I’m not eligible to take part in the competition, but I want to use the competition program for my graduation project for Master degree.

    Unfortunately this is not possible. We treat everybody equally. The files are far too large to be sent by e-mail as well.

    To Whom It May Concern,

    I am writing because I am wondering if these circumstances are acceptable for participating in the competition:

    * I am a registered architect in Turkey (the country I am from). However, I currently just completed my MArch degree in the Architectural Association in the UK. Would I be able to participate in the competition just by being a registered architect in Turkey and not in the UK?

    * Our other team member has worked on an approximate 15000 sqm housing project as an energy expert. However, this project was a school project, meaning that it has never been constructed. Would that be acceptable for the competition as an experience?

    I would be very glad if you could inform me about these questions, so that we can follow the necessary procedure for the competition registration.

    I would like to enquire about eligibility to register for the competition. I am qualified architect and registered by Architect’s Registration Board UK. However, I currently live and practice as architectural service provider in another country (Hong Kong) where my company is based. Please advise if I will be eligible as the team leader.

    Answer:

    You are qualified as a design team leader if you fulfill the requirements given in the webpage: the design team leader shall in the country where he or she qualified or in the country where he or she practices the profession have the right to practice as an architect.

    Hello, my team has a member who is both a professional engineer and Building scientist and is registered in the country where he has a practice for both professions. He has a consulting company and has experience on a variety of projects. In the country that he practices in he is qualified legally to perform energy simulations. Does this meet the requirements for an energy technology expert? Also a technology expert according to your definition does not have any legal permission to practice on his/her own nor does he/she have the training to interpret the information that he/she will be generating in order to effectively consult a project team. I don’t see how just a technology expert would actually be qualified enough to give you the desired information.

    Answer:

    Yes he does, if he has at his disposal the necessary software and expertise to provide energy and indoor environment simulations, as well as experience of energy and indoor environment simulations for a one public or commercial building > 1000 m2 (gross floor area) (at least one reference to be provided). This doesn´t necessarily mean that he must have done all the practical work of the simulation himself, but that he has been leading the simulation process and interpreting the results. The requirements for the expert in energy technology have been defined as open as possible since we are aware that there may be a shortage of the experts in this field.

  • 78. Question:

    Does the projects held as project manager and the previous experiences as part of other offices count as references for the requested experience to fulfill the registration criteria?

    Answer:

    Yes. What matters concerning the qualifications of the required team members are the qualifications of an individual, not the qualifications of a company. Please see answer 14.

    However, please note, than in the Stage 1 of the competition the only requirement concerning the team leader is, that she or he has in the country where he or she qualified or in the country where he or she practices the profession the right to practice as an architect.

    Hi
    We are a norwegian office with 30 years of experience. Can we submit the design team leader’s diploma in norwegian if we include the office’s cv in english also?

    Answer:

    No. All the documents and information needed to demonstrate the fulfillment of the eligibility criteria are described on the competition website and registration form. No other information or documents is needed nor accepted.

    have some questions about the eligibility documents:
    How can i make sure that the documents sent are correct?
    Do you need some particular document who certificate the use of software or is it enough to mention it?

    Answer:

    All documents and information needed to demonstrate the fulfillment of the eligibility criteria are described on the competition website and registration form. No other information or documents is needed.

    Great competition.

    Firstly, Section 2.6 states that the fee for the commission will follow the general level of fees of reference targets of the City of helsinki Real Estate Department. Could you provide an indication of this fee?

    Secondly, does the City of Helsinki have the funds to build the library or will funds need to raised before the project can be realised?

    These kinds of issues are to be negotiated later with the winner of the competition only.

    So far the City of Helsinki has half of the funds.

    Our expert in energy technology shall also have experience of energy and indoor environment simulations for a at least two public buildings, each of 600 sq metres. Can we send two references together of these public buildings to achieve the necessary meters (at least 1000 sq metres)?

    Answer:

    The size requirement >1000 m2 (gross floor area) refers to one building.

  • 73. Question:

     - On page 51 of the Competition program, you mention laws, directives and standards concerning Finnish building, that are to be followed.
    Since both phases of the competition do not ask for a necessary cooperation with a Finnish firm, could you please supply the information you know that deviates from international standards and codes?

    Answer:

    These refer to the whole design process, of which the design of the competition proposal is a very preliminary phase.  The building shall be realizable in accordance with Finnish building law, standards and directives (see also competition programme, p. 67).

    The competitors are responsible for clarifying these kinds of issues themselves with such accuracy as they deem appropriate.

    Answer:

    Yes, it is. We are very sorry for the delay. There has been technical problems with the sound.

    Sisältyykö energiatekniseen suunnitteluun talotekninen suunnittelu? Vaatimusta taloteknisen suunnittelijan osallistumisesta kilpailutiimiin ei ole mainittu.
    Tekninen järjestelmäkuvaus on ohjeiden (luku 5) mukaan laadittava englanniksi. Onko englanninkielistä mallidokumenttia saatavissa (otsikot ja sisältö käännettynä)?

    Our design team leader is a well-known Mexican architect. He has provided a copy of his professional licence in PDF-format. I sent the PDF to a Finnish translation office. The translator can thus verify that an official translation has been made from the PDF copy. In order to make an “authentic” official translation the translator would need to see the original document. This, of course, is not possible. Would the translation obtained be adequate, nevertheless? Otherwise, how should one resolve this issue?

If you form new teams so that there are changes concerning persons whose qualifications are set as minimum  requirements (as the team leader)  this new team has to register (although there were no other changes than the team leader) in order to show that the minimum  requirements are fulfilled.

    In the competition programme, the relationship between our building and the adjacent park is not entirely clear. It seems that we are to consider and underground commercial space as per the documents in #4 excerpts from the detailed town plan for the area. These documents show a schematic site design that is related to a library architectural concept, both sharing a language of sharp jagged edges. From these images it appears that the entire site wants to be part of a cohesive masterplan, which includes the library, the adjacent plaza and the commercial space under the plaza.
    Can we design the both the Library and the plaza to ensure that they relate and connect appropriately? If the answer is “yes, we can design the plaza,” it then raises other questions:
    1) Could we design the plaza only very schematically to show a shared architectural language and a connection to the library, similar to documents in #4 listed above?
    2) Could we push parts of the library program out into the plaza, while still conforming to the rest of the competition requirements?

    Can the design team leader be a ”construction architect” or “Bachelor of Science in Technology” [i.e. without a Masters degree] who has been approved as the “head designer” in a fairly demanding design project?

    Answer:

    Architects who do not have a master’s degree from a university but are in possession of a licence to practice as an architect (which is possible in Finland) are eligible to participate.

    However, please note that the teams selected to participate in Stage 2 of the competition shall additionally include an architect who has experience in a position of responsibility, for example as a team leader, of implementing the design of at least one public building >5000 m2 (gross floor area) during the last ten years.

    Note also that if the participants receive the commission for further work they must be committed to complement their design team with a person who fulfils the criteria in Finland of a chief designer and who is approved by the client. This means eligibility at the AA class (the highest qualification level) because the design project is an AA class design project as defined in the National Building Code of Finland part A2 (2002) section 4.2.1, “Designers and designs of a building, regulations and guidelines”. When the competition has been resolved the design team that receives the further commission must, in other words, unequivocally include an architect with the previously mentioned qualifications.

    1) If there are changes in the design team (with regard to the persons who are considered the minimum requirement) the information does not need to be forwarded during Stage 1 of the competition. If the competition entry is selected for Stage 2, fulfilment of the eligibility criteria of the new design team leader as well as a proof of the transfer of all copyrights of the proposal to the new team leader must be provided in connection with the checking of the complementary eligibility criteria at the beginning of Stage 2.

    2) The competition entry would be accepted as long as it is evident that the new team leader fulfils the eligibility criteria set for the design team leader in Stage 1 and all copyrights of the proposal are transferred to the new team leader. When submitting the competition entry, the competitors must attach to their entry a sealed, non-transparent envelope containing the pseudonym for the proposal and the names of the authors. The jury will not open these “name envelopes” until Stage 2 of the competition is resolved. Only name envelopes of the entries selected for Stage 2 will be opened and the author information of these will be published, for instance, in the jury report, after the announcement of the results of the competition.

  • 14. Question:

    With regard to the energy-technology expert’s reference for dynamic energy and climate simulations, the following information is requested – name of the site, type, size, design date and the task and role of the PERSON in question in the project.
    In the case where the energy-technology expert is a COMPANY is it sufficent to define the COMPANY’S role in the project? Or must we define an INDIVIDUAL’S role?

    Answer:

    The team consists of individuals, so what is important, is the role and qualifications of the team members (i.e. individuals), not of a company. It is required to define the role and qualifications of an individual, not of a company.

  • 13. Question:

    Are the architects from USA welcomed for this competition or the selection for Stage #2 is going to be made primarily from European architects and any effort we made is going to be wasted?

    Answer:

    All architects around the world who fulfill the given requirements are welcome to participate in the competition. The assessment of the competition entries will be made anonymously: e.g the jury will not know the nationality of the authors before the competition is finally resolved (after Stage 2), and the authors of the entries selected to participate in Stage 2 are revealed.

    What are the criteria of the competition- is it a competition for the best cutting edge design or it is going to favor the native or local architectural firms. What is the city of Helsinki looking for- more publicity or the best of the best ideas? We had an experience with this issue of previous competitions and we would like to be sure it is going to be purely honest to give you our effort.

    Criteria to be applied in the evaluation of projects:

    In the assessment of the entries emphasis is put particularly on the characteristics listed below and how the entries fulfill the objectives set out in the competition programme with regard to these characteristics:
    — cityscape,
    — architecture,
    — usability,
    — ecological sustainability,
    — feasibility.
    Essential is the overall solution which optimally fulfils and fits together the objectives set out in the competition programme. The merits of the overall solution are considered more important than the faultlessness of details.

    What if the Energy-technology Expert proves to have at his or her disposal the necessary expertise and software required just by declaring and describing it? 
And what about the image of the project site? Do you mean the image of the building? otherwise, can you explain it in other words?

    Answer:

    For Stage 1 of the competition the following information is required concerning the energy-technology expert:

    His/her full name

    Attached energy-technology expert’s reference for dynamic energy and climate simulations:

    An image of the project site (can be, or rather, is more likely to be, an image of a building)

    The following information: name of the site, type, size, design date and the task and role of the person in question in the project)

    For Stage 2 of the competition (concerning the 6-8 teams who are selected to participate) it is required that the competitor gives details of the software being used by the energy-technology expert.

    When you say: An architect who has experience of implementing the design of at least one public building >5000 m2
    Would you accept an architect who has developed the overall architectural design of an unbuilt building of that surface?

    Answer:

    No, if she or he has not the experience of implementing the design of at least one public building >5000 m2.

    We would like to ask how “big” the project will be, how many sqm GFA and if there is a budget for the construction costs?

    Answer:

    Room programme area is in total 10 000 m2. The project should be implementable such that the costs remain approximately within the calculated cost estimate. Based on a project feasibility design, estimated building costs for the project are 69,9 million € (0% VAT) [period 2/2010, Tender Price Index (THI) = 146,0].

    In stage 1, an “expert in energy technology ” must be in the competition team? Only as a consultant during design, or he/she needs to do something for the competition docmentation in stage 1? what’s the requirement of the entry documentation?

Do you mean a separate energy-technology expert engineering office OR do you mean a person that as these competences in the architecture office for instance?

    Answer:

    We mean a person who is qualified as required.

    Is there a possibility to name the Energy-Expert later on (including the related documents)?

    Answer:

    The User ID and password will not be submitted before the registration form is filled in completely. It is not possible to complete it during the competition.

    I want to ask, if it is possible to registrate for the competition as an architecture-student in Innsbruck /Austria for downloading the documents which are available on janurary 5th 2012. My intention is to make my diploma-work – so i wouldn´t participate the competition (sure…not possible as a student..) “officially”…

    With regards to the following:
    ‘A person, named as the design team leader, who in his or her own country of residence has the right to practice as an architect.’
    I am a registered architect in the UK but my country of residence is Spain where I am not registered. Do I meet the requirements of design team leader?

    Answer:

    The requirement is fulfilled if you have the right to practice as an architect in the country where you are qualified or in the country where you practice the profession. We have corrected this issue in the qualification requirements.

  • 2. Question:

    Will the expert in energy technology be required to carry out performance tests on the stage 1 proposal?

    Answer:

    In Stage 1 the operational concepts of the technical systems have to be described so that the jury can evaluate the fulfilment of the requirements given in the competition programme regarding ecological sustainability. More specific instructions will be given in the competition programme.

  • 1. Question:

    With regards to the following:
    ‘The team operates through a registered company that fulfils the eligibility requirements, so that it becomes the contracting party with the City of Helsinki. The team agrees to deliver on request without delay to the client the required documents demonstrating their competency.’
    If the team at stage 1 does not meet the requirements and is then notified as being selected for stage 2, how much time will be allowed for that team to form an entity that does meet the requirements to be the contracting party with the City of Helsinki?

    Answer:

    At this stage the competitors only need to be committed to the presented requirements regarding a registered company. In other words, a registered company is not required nor do these documents need to be presented at Stage 2, but only after the competition has been resolved, when the possible further design commission is negotiated with the winner.
